The one you are referring to has a HID in high and a Halogen in Low. I would say rather go for a Bi-Xenon, where you can use pass beam also, not in your case. Adjust your beam, so low beam doesn't attract cops.

In city Low Beam, on Highways.. only high beam. So depends on your usage.

Well the shopkeeper in JC road quoted 1900 bucks for a high beam HID
Getting it fitted this weekend...along with various other itsy bitsy modifications.
Is it better to use the HID in low beam or High beam, bcoz he said he cud get it fitted on any of these and even the pass light wud work fine?
