                Wrong. Those are fuel management systems. They do not de-restrict the bike.

                          ^^ I find the price of CB perfectly fine, the road tax here in Delhi can be called dirt cheap compared to mumbai.

                          Just to rest your doubts R1 nd MT 01's ex showroom price is 10.56 lacs and on road price is 11.16 lacs.

                              well me from Pune. I have to buy the bike from either of the cities and get it to Pune. IF there is a huge price difference could i buy it from Delhi and get it registered for Pune? would it be cheaper than getting it from Mumbai??
                              Cause i called the Honda office here in Pune, he told me if i want the bike now i could get it from delhi. i asked him if Honda could help me getting the bike here he said i would have to do it myself. If i want to buy the bike from Mumbai i have to wait till mid april for it..

                                Technically you could buy it in Delhi and register it in Pune... but when you bring the bike to Pune with Delhi numbers, they will most likely ask you to re-register in Maharashtra numbers..and that will nullify the cost advantage!

                                Happens in Mumbai and Bangalore atleast all the time when the cops keeps stopping vehicles with registration from other states.
