Unless he is so inclined to get 2stroke I would not suggest, save your friend from jumping into the world of surprises (2stroke). It is not worth right now to go for 2stroke bikes where there are many offerings in 4 stroke with better technology. No doubt that 2strokes gives more kick than 4 stroke, however, you'll need lot of money to maintain one.
What Sriram has pointed out here is somewhat correct. I will not be so negative in my approach, but the bottom line is, if you can't live without 2-strokes, only then go for it. And to be able to make it perform they way it should, it really requires lot of patience than money.

I will give an example, one of my best friend needed a brand new OEM RX135 5-Speed cylinder kit (4TL10) & was even ready to shell out close to Rs.15,000/-, but it was not about money anymore, i just couldn't find it. I later convinced him to go for a 4-speed bore & get it stage 2+ ported & that is what he did.

So i would say do a market research first & get the first hand situation regarding spares. If you can't find some spares for 2-strokes in Bangalore, 90% chances are that you wont find them anywhere else.

Another aspect regarding price, let us assume that a Shogun Crank assembly was costing Rs.1500/- in the year 1998 (This is just an assumption) & today after 13Yrs, you can't expect to get that same crank at the same price !!!! Even the company hikes their prices every 3-4 Yrs with a percentage of maybe 30-40% on the material. So calculating based on 40% hike every 4 years, we end up at a figure of Rs.3900/- for the year 2011. This is nothing but inflation. Everybody adds their margin and this is pure business. Now when an individual is making up his margin based on the year of purchase, it becomes a crime. Lets get real & practical here, you can't have different rules for an individual and a company.
