basically viscosity is the resistance offered bya liquid to flow
more easily it flows ,the less viscous the liquid is and vice versa.
10 w yy is more free flowing than 20 w yy at 0 degree Celsius.
and to get rid of your confusion
treat both the numbers on left and right as individual entities
lower on left the better and higher on right the better
