I already answered that. Let me quote again here.

We rode there end of September last year, it was raining like hell. But it was still fun. If you want go to Goa for motorcycling, end of September is fine. If you want Sun,Sand etc etc, wait till a little later.

But remember, the prices shoot up October onwards.
If you want to stay cheap, rent a hotel room in Panaji. We stayed for 4 days ,
the rent for a 4 bed room was 1000 per day. We checked out on 1st Oct, the rate had become Rs. 3000 per day.
