I recently purchased a Honda Navi for my dad from Dugar Honda and got it registered from the Salt Lake RTO. The entire process (from obtaining a temporary number -> CF -> Receiving Tax Token/ HSRP Slip -> HSRP Fitting) took around 1.5 months. There is no such 'Kolkata Specific' law. The Motor Vehicles laws are uniform throughout the country. Ideally and 'legally' the customer should not take delivery of an unregistered vehicle. What we usually do these days is that we take delivery of an unregistered vehicle and wait for it to get registered, which on paper is not at all legal. If any cops catch your vehicle without the Permanent Registration Number (at least the Tax Token, insurance papers and your PUC ; if not the HSRP is attached) you could be fined heavily. But we can't keep the vehicle with the showroom either. Who knows what they may try to do with it? Make it a test-ride bike ? KTM Trivandrum like incident ? So here goes the entire process (which changed quite a bit ever since the process became online). You will be called soon for a temporary registration number tax token which is valid for 1 month (previously they used a TC number in place but this changed). This temporary tax token and the number (usually takes 20-30 days for the showroom to issue you this temporary number from the date of purchase) is only meant for the vehicle to be taken to obtain the CF and not giving you a green signal to take your vehicle on the streets. Also, you cannot cross 100 kms on the odo before your CF; the RTO inspector loves to see that . You will receive an sms from the Vahan portal within 5-6 days confirming you that the showroom has applied for the Permanent Registration number and paid the Lifetime Road Tax. At this point, the showroom / showroom assigned agent in your RTO would call you specifying the date and time for you to be present at the RTO for the CF. Take a printout of the temporary 'TE' number, attach it to your bike and go to your RTO for the CF. Once done, the showroom will call you within 7-10 working days to give you your permanent road tax token with your registration number and the Celex HSRP number plate slip. At this point you can simply take a printout of your registration number, obtain a PUC from your nearest petrol punk and ride your bike without any hassle. The number plate slip specifies the date and time (usually within 2-3 days from receiving the tax token) for you to be present at the RTO to fit your HSRP number plate. After getting your HSRP fitted, you will receive the Smart Card from the RTO within 30-45 days. So in brief, do you need to keep your vehicle stored idle until you get your permanent tax token no matter how long it takes? Yes. That is the law. Unless you want to get caught and slapped with a Rs.3000 challan. The most you can do is just ride in the inside roads where there are no cops; just don't do it before the CF, not to cross the 100 kms barrier. It may be normal for you to cross the 30 days barrier of your 1st service cause of this delayed registration but the showroom won't make a fuss.
Thanks icarious for such a detailed explanation. 😊 Showroom said CF will be done on next week.Lets see how much time it takes for the entire process to get completed.will update when everything is done.

Ya, even I got my first bike 6 months back , So I know the feeling. This registration thing is a major spoilsport. So was trying to help someone out of the frustration cause the showrooms hardly answer anything and give you an exact timeline. If the showroom said CF will take another week, add another 10 - 15 days to that for you to receive the road tax token. But do remember to call the showroom from time to time. You don't want them to get all lazy by putting the entire ordeal on the RTO. Even a 3-4 days delay is uncalled for. There are people who got their bikes from Dugar Honda in February and they still didn't have it registered. Any unnecessary delay, just slap a mail to Honda Corporate. That should do the trick . Until then, admire your bike, pose and click pictures and look for good riding gear .

Finally got my road tax token and celex hsrp slip today from the showroom.but on the hsrp slip I can see that the "date of fitment" is todays date i.e 26th may at 1pm.So I missed it..Will there be any issues if i go to fix the hsrp on next working day i.e Monday or Tuesday.

Nah. The only issue that will happen is it might take a little while more to search for your plate . Don't worry about it. I have seen people delaying the fitment for months. For now, you can take a printout of the permanent number and ride anywhere . Oh and do take a PUC from your nearest bunker (make sure you have the printout pasted behind as they click a photo).

I don't know the name of the shop. But, there are a couple of them(on Monilal Saha Lane) just opposite to the Petrol Pump.
A bike on the road is worth two in the shed.

GENERAL INSTRUCTIONS : Please read, Specially if you're new to group riding.

                              1. Reach on time. Have your petrol filled and air pressure checked the previous day. Do not waste time in the morning,
                              2. Carry a bottle of water.
                              3. Full pants, Shoes and full face helmets are mandatory. Other gear is optional.
                              4. Follow the lead. Stay in line and DO NOT OVERTAKE unnecessarily. This is very important. If your riding puts anyone else in the group in danger, you can ride alone and go home.
                              5. Ensure that your bike is serviced and in proper condition. A breakdown in the middle of nowhere will not be a pleasant experience.
                              6. Ensure that you've got your rear view mirrors installed. They are a vital part of the bike, and not just an ornament.
                              7. Ride at a safe, constant speed.
                              8. Discuss the hand signals at the starting point and use them in the ride. They make a huge difference.
                              9. Carry a spare clutch cable, throttle cable and gear lever if possible.

For any other info contact -
