  • @Haxor: we understand your point of view but at the same time your statements are based on assumptions. You said that Taj was cleared of all the hostages by evening. How do you know that? News? Well the News channel said that the Taj Siege is over day before at around 1PM. They even said that the operation should be over in just an hour but we know that it stretched for around 36 hours more. What if security forces have rushed in blindly only to find that there are still hostages inside. And you will glad to know that they didnt do that since there were hostages in there, even though not under the control of terrorists but inside the hotel. Many people were rescued today morning. The problem is not that our security forces were weak but that the terrorists were highly trained people. The tactics they have used cannot be known and used by generic terrorists. They knew that art of deception, they knew how to use weapons, they knew all the whole anatomy of the places they occupied, they probably even knew the vantage points from security gaurd's point of view...just few things to start with. They had bigger plans and I am very sure they knew a lot more about Mumbai and their targets that we can probably think of. Also, delayed/slow operations are tactics of security gaurds to run terrorists out of patience. Yeah, there might be some weak point but tell me one country who hasn't got them? Even a country like USA couldn't prevent 9/11. Mistakes happend at Munich, Beslan, Moscow theatre and will continue to happen. This is not a movie where a John McClane will go and kill every terrorist.

    When it started 200 NGS forces were sent right away to Mumbai. Just imagine once - you are sitting in Delhi. You are suddenly told to get ready and fly to mumbai. You don't know if you will come back alive. How prepared will you be to face that situation? Yeah these people are trained to be ready 25X8 but remember it is not easy to be one of them.

    Btw, I heard that the militant who has been captured is the same one whose pictures have been shown around the most - the young boy wearing 'Versace' t-shirt with two bags. Is this true?

      Page 1 Handling the Hostage Call
      Hostage calls are generally either calls from the hostage taker himself or
      from someone calling to report a hostage situation. The telecommunicator is the
      first point of contact, and must fulfill the role of negotiator until one arrives. In this
      article, we will explore some techniques for gathering information, and handling a
      telephone call from a hostage taker. It will not make the telecommunicator a
      hostage negotiator – that takes training and experience- but it will enable the
      telecommunicator to draw from a body of knowledge to process the call properly.
      There are two objectives in handling hostage situations. The primary
      objective is to preserve life. This includes the lives of hostages, civilians,
      personnel, and even the hostage taker himself. The secondary objective is the
      apprehension of the perpetrator, and the recovery of property. It is important to
      keep these objectives in mind when handling hostage calls.
      There are a few principles to keep in mind as well. The hostage, as a
      person, has no value to the hostage taker other than as a tool to get what he
      wants. However, it is important to realize that the hostage taker has just as much
      at stake as authorities do to not let the situation get violent. Getting killed is not
      going to help the hostage taker unless suicide is his motive.
      There are three crucial variables in hostage situations. These are power,
      information and time-delay. The hostage taker is seeking power over life and
      over freedom. Perceived power is more important than actual power possessed.
      Information is vital for authorities to have a clear understanding of the situation.
      Time is perhaps the most crucial element in determining the outcome of a
      hostage situation. The more time passes, the more likely it is that the situation
      will be resolved without loss of life. There are several reasons for this. Time can
      reduce stress and anxiety, and increases rationality of the hostage taker. Time
      also increases the need for basics such as food and drink. Although many
      hostages think about it, few attempt to escape. The passage of time, however,
      increases opportunities for hostages to escape.

      The passage of time also allows for rapport to develop between the
      negotiator and the hostage taker, and sometimes the hostage takers’
      expectations are reduced.
      There are negative effects to the passing of time, however. Exhaustion on
      the part of authorities is a factor, as is a loss of objectivity. Boredom also sets in
      and can hinder negotiation tactics.
      When handling a call from a hostage taker, there are several techniques
      to keep in mind. The caller may very well be in an emotional or agitated state.
      One way to calm the caller is to speak in a voice that is softer and slower than
      the suspects. Do not let your emotions rise to the same level as the suspect.
      Relate to the hostage taker on his level. Adapt your conversation to his
      educational and vocabulary level. Listen for clues as to the subject's emotional
      state, truthfulness, rationality and willingness to negotiate. Listen also for a
      change in these things, as well as a change in demands. Again, speak slowly
      and softly.
      One technique to use in taking calls from hostage takers is to ask open-
      ended questions. In doing so, the hostage taker cannot answer with a simple
      "yes" or "no". By having to elaborate on his responses, the hostage taker may be
      able to release some of the anger and frustration he is experiencing. It is also a
      way to obtain more information from the hostage taker. Once critical information,
      such as location, has been obtained and personnel have been dispatched,
      allowing the suspect to “vent” is encouraged. Downplay what the suspect has
      done so far. Show understanding through your words and tone of voice. Be
      supportive when the suspect is expressing rational thoughts.
      Repeat or paraphrase what the hostage taker tells you. When he is
      expressing emotions, it is important to label and respond to the emotion. "I
      understand that you are angry, could you tell me more about it?" Encourage the
      hostage taker to talk through statements such as, "Oh, I see."… "Is that so?"… "I
      would like to hear your side"… and "Could you tell me about it?"
      There are several things that a telecommunicator must find out in order to
      effectively help responding personnel with a hostage situation. Some of the
      questions may vary, depending upon whether one is speaking to the hostage
      taker himself or someone calling to report a hostage situation.
      As is typical in caller interrogation, it is important to find out where the
      activity is taking place. Then find out what has occurred and who is involved.
      Who is the suspect? What are his goals? How many hostages are there? What
      are their physical descriptions? What is their physical condition? Are there any
      injuries?

      Find out when the incident occurred. How long have the hostages been
      held? What are the hostage taker's demands? What weapons does he have in
      his possession?
      There are many things that a telecommunicator can do to help responding
      personnel even once a negotiator is on the scene. The telecommunicator can get
      a description of the building in terms of layout, escape routes and where
      telephones are located within the building. The telecommunicator can also
      identify the safest approach and escape routes as well as observation points for
      responding personnel.
      Background information can also be discovered about the suspect in
      terms of character, intelligence, emotional state, medications or problems he may
      have been facing. All of these can be an asset to those engaged in negotiations
      with the suspect.
      Since the telecommunicator may play the role of negotiator until one
      arrives, it is important to be aware of the characteristics of good negotiators.
      It is important for a negotiator to have interpersonal sensitivity. This means
      the ability to sense how another person is feeling, even if that person is engaged
      in something criminal like the holding of hostages. It also means being tolerant of
      people whose lifestyle or life choices may be different from the negotiator's own.
      Cognitive complexity is also a characteristic of a good negotiator. The ability to
      process several tasks simultaneously is required of the job.
      A tolerance of ambiguity is also essential. Nearly everything in a hostage
      situation is uncertain and unclear. The negotiator may have mixed feelings
      toward the hostage taker. While sympathizing with the problems that have placed
      the suspect in that position, that does not necessarily correspond to acceptance
      of the hostage taker's actions. In addition, the hostage taker is experiencing
      ambiguous feelings and the negotiator needs to understand and accept this.
      A positive self-concept is a crucial characteristic of a good negotiator. A
      strong self-concept will allow the negotiator to listen to the hostage taker's anger
      and abuse without reacting to it on a personal level.
      It is important for a negotiator to have low authoritarianism. Research has
      shown that people in positions of authority generally do not make good
      negotiators. This may be because the person in a position of authority is trying to
      serve both the department and the suspect at the same time. It is difficult to have
      two masters. A much better solution is a negotiator who can concentrate all of his
      or her efforts on the suspect.
      Previous interviewing experience is a helpful characteristic. This is
      because interviewers are trained to listen, a skill crucial to successful negotiation.

      Past experience in stressful situations is an asset in hostage negotiations.
      This will ensure that the negotiator has the emotional stability to handle whatever
      might occur during a hostage situation.
      Verbal skills are a must. While listening is crucial, the negotiator must be
      able to persuade the hostage taker that the negotiator's point of view is the
      rational and correct one. The negotiator must be able to use logical arguments to
      persuade the hostage taker, and must be able to counteract the hostage taker's
      reasoning.
      The negotiator must be able to remain flexible under pressure. The
      situation can change very quickly in a hostage situation and the negotiator must
      be willing to flow with the changes.
      The negotiator must believe in the power of verbal persuasion and must
      believe that resolving the situation through negotiation is the best alternative. If
      the negotiator is thinking, "Gosh, it would be better if we just blew this guy away"
      there is unlikely to be a successful resolution to the conflict.
      Bargaining skills, the ability to compromise, are important. Knowing what
      can and cannot be negotiated, and convincing the suspect to take less than what
      he desires takes ability and effort.
      The more skills of a successful negotiator that a telecommunicator can
      incorporate into his/her conversation with a hostage taker, the more likely the
      situation can be resolved successfully without loss of life.
      As mentioned previously, time is one of the most crucial elements of
      hostage negotiation. The more time that passes, the more likely that the
      situation will be resolved without loss of life.
      One method of stalling for time is to discuss everything in detail. Ask for
      detailed descriptions. Ask questions that elaborate on information the suspect
      has given you. It is helpful to keep the perpetrator in a constant decision making
      status. If the hostage taker wants sandwiches, find out what kind of sandwiches.
      What type of bread would he like? Obviously, this should not be done to the
      point of annoyance. The idea is that statements can be elaborated upon to gain
      time for responding personnel to organize and consider their options.
      Open-ended questions can accomplish the same objectives as discussing
      things in detail. Statements such as "Tell me about when you first started to feel
      this way" or "What events led up to this?" may encourage the hostage taker to
      vent and again provide additional time.
      The importance of listening has already been discussed. It is necessary to
      emphasize the importance of not interrupting the hostage taker. Not only might

      this lead to aggravating the suspect, but once he has been cut off, he may no
      longer elaborate on his thoughts. Allow the suspect to ramble on, offering only
      the usual interjections of "Uh-huh,” "I see, " and the like.
      Restatement of content, or paraphrasing, is another stalling tactic. Tell the
      suspect that you want to make sure you understand him, and then repeat the
      content. Pause to ask questions such as, "Am I correct so far?" This allows the
      hostage taker to confirm and perhaps elaborate further on what has been said.
      Both of which buy additional time.
      Having the hostage taker reflect upon his feelings can be another delaying
      tactic. Statements such as, "I understand you are angry, has there been another
      time when you felt this way? How did you handle it?" or "Why do you think this
      upset you so much?" Requiring the suspect to reflect on his feelings and
      emotions also has the added bonus of perhaps calming down the suspect.

        'Terrorists gave up on Day 3, killed hostages'

        The 60-hour terror showdown finally came to an end at the Taj Mahal Palace on Saturday.



        As the entire world watched the drama unfold, National Security Guard commandos braved all odds to fight terrorists for nearly 60 hours in the Taj hotel.
        One of the commandos, who was part of the action, described to rediff.com how the drama unfolded and the ordeal they underwent to flush out the terrorists who had held the entire city ransom.

        The commando, who did not wish to be named, said the battle was over at 3 PM on Friday itself. The terrorists had started to lose motivation at 3 PM on Friday. In his own words, the NSG commando says woh log toh bore ho gaye.

        'On day one, when we began the combat, these men were extremely aggressive. We had just entered the hotel and realised that they were in a very strong position. On the second day, it looked like they were losing ground. However, they did not seem to be giving up.
        'The exchange was fierce between both parties and they resorted to hurling grenades several times in order to block the route for us. It was actually the third day that made the difference. The exchange of fire escalated and we decided to engage in the fire and not let up. This gun battle in fact broke them and we took the upper hand in the battle.'


        The mindset of the terrorist:
        'As I had pointed out earlier, these terrorists were aggressive by nature. They were running about and most of the time they were cursing us in Hindi. They looked determined to fight till the very end. However, on day three we saw their attitude sagging.

        'We continued to fire at them and they retorted only with a single shot. That is how low their morale was. Unlike the first day when they were coming on to us and firing back, day three saw them taking cover most of the time. They kept hurling grenades at us. However, that too came down when we retaliated.

        'The terrorists hardly spoke and we could never hear their conversation. On day three, when they realised that they were losing the battle they began screaming and cursing us in bad language. I think they were speaking in Hindi.


        The final assault:
        'After we realised that their position had weakened, our next aim was to step in save the remaining hostages. But we realised that we had approached the end game and so did they. As the night wore on they began killing the rest of the hostages, who they had kept in a room. There was nothing we could do about it.

        'When we realised that they had no more hostages left to use as a shield, we began increasing the pressure and began pushing them to a corner and got ready for an all out assault. By 6 AM on Saturday, we had them totally cornered. They were all killed in the ensuing exchange.

        'During the last few minutes, both hurled grenades at each other and due to this a part of the building caught fire. The last of the terrorists was caught in the fire and he fell off the window and lost his life.

        The numbers:
        'A total of 180 commandos were involved in the operation. Some of us took a break from time to time. Some of us briefly even went to the Nariman House to finish off the operation.

        'During the operation at the Taj, we saw there were more than 8 terrorists. However, we do not know how many civilians were trapped in the building.
        Tactics and weapons:
        'The idea of the terrorists was to continue fighting for as long as possible. They too were aware that their battle could be on only until they had hostages as human shields. They had with them AK-47s and hand grenades and it looked like they had a lot of ammunition on them.

        'All through the battle they tried to keep us away from them. We also do not rule out that they were even trying to bring the building down by starting fires all over. We had at our disposal a host of automatic weapons and stun grenades, which we used with great effect to scare and disorient the terrorists.

            we all are aware of the loopholes, more so at the lower line of defence, I just hope that lessons are learnt, unfortunately there have been so many incidents and we are still in status quo.

            I guess, its high time, we pause the moon thingy and divert our resources to strengthen our law enforcement agencies.

                Yeah rite like its an easy task to search and secure a hotel with consists of an excess of 600 rooms for a couple of well trained Fidayeen terrorists who know the A-Z of the hotels layout , while diffusing grenades, bombs securing hostages, searching rooms and engaging an unknown enemy. the defense forces in our country are some of the best in the world and have trained with the sas,seals,russians and special forces units from all over the world and engaged terrorists from around the globe and have proved to be on power with and mostly better than their foreign counterparts look at previous incidents and look at the number of casualties Israeli forces lost in tel aviv and bosnia,
                the american forces in Iraq and during various UN peacekeeping missions,Iraq the Marcos and NSG commandoes have prooved their valour in resque and reconascence missions in africa,mauritious, POK,somalia and other locations and have a better track record their foreign counterparts and undergo some of THE TOUGHEST TRAINING In order to be who they are they were however not experienced in dealing with terrorists holding live hostages in the midst of a crowded city.It is nat as easy as throwing grenades into every room and gunning down the bad guys every move must be co-ordinated or there could be a loss of more innocent lives.
                But they did very well in Thawarting the terrorist attack within 48hrs of their arrival judjing that the cold blodded terrorists main objective was to blow up the taj like the incident at the JW Marriot.

                • I think a good way to show how resilient and determined our forces have been would be if you guys remember how the russian military botched up a rescue op when Chechen rebels held hostages in a theater(don't remember the place). On top of that they were ready for negotiations when they were attacked by russian troops. All the hostages were killed even when the russian govt. had options.

                  These fidayeens weren't here to negotiate a deal with the Indian govt. They instead wanted to blow the whole Taj down to dust. That would have killed all those who were trapped in their rooms as well. And the terrorists were too well prepared.

                    You are talking of the Moscow Theater Siege that happened in 2002.
                    All the hostages weren't killed. Of the 850,129 died. The OSNAZ pumped trimethylfentanyl (widely disputed) before making the breach. 127 hostages died due to poisoning.
                    That point about the terrorists negotiating with the government is irrelevant. Look at the past.When have the Chechens 'successfully' negotiated with the Russians? Never.
                    Russians special forces have always been known to be ruthless. And the Chechens had explosives strapped to their bodies.
                    I am not defending the brutal decision of the Russians but I am saying that things could have been worse if they hadnt made the breach.

                    All this is quite far from what this thread is about.
                    Let's salute those who died and make sure we remember our heroes forever.
                    Most of us,including me,have set their aim on becoming engineers or doctors or lawyers.

                      yesterday i was watching NDTV where a discussion was going on handled by vikram chandra.before i speak further,let me tell that i am a BIG fan of NDTV in general.the guys behind this vikram chandra barkha dutt,pranab roy all are one big chunk of genius people.

                      the discussion had vikram chandra,a politician the former commissioner of mumbai and i think two others.

                      just when i started seeing it,vikram shooted a common question that why the NSG has world war 2 weaponary???he was quick to tell that the bulletproof jackets are like a ton in weight and its nearly impossible to even run wearing that.vikram said he wore during the kargil issue.he threw the question that the NSG formed mostly after the rajiv gandhi incident is still till date not better equipped unlike its other friends outside.vikram also pointed out that we as in INDIA is not an underdeveloped country having zero money.he said that money in the budget is reserved for defence but why this??when vikram asked politician the answer..he replied that the government has PRIORITIES as to where to put the money and stuff..to that vikram quickly brought out that even after the parliament attacks,mumbai blasts,gujarat blasts,u still cant SHIFT priorities???to that mr khan gave an excellent answer that their priorities to use the NSG to protect them and not the COMMON MAN. a perfect blow i would say!

                      i also ask this!if the budget has been set why WHY is our elite forces not receiving better equipment??i will say that NDTV had done their homework before asking this particular question!

                      another tv channel was interviewing kiran bedi and she raised a beautiful point that why cant the police have simulation exercises regarding terror attacks??in this particular attack they didnt get the whole magnitude of the situation and went with revolvers where as those were armed with 47s and 56s.and that too with a lot of ammo.if exercises are not conducted how will be the police ready to tackle such situations??

                      so the next question..our so called RAPID ACTION FORCE is not at all rapid i see..again WHY?why cant police be given shotguns and stuff??why not a better SWAT TEAM??the people discussing say hollywood is all fiction.but i want to give them a message that HOLLYWOOD DO RESEARCH a LOT before showing things.

I was tucked away safely watching the news channels telecast the news with a background music suiting the mood, when fellow citizens were being subjected to senseless acts of terror. When the news channels quit the pseudo movie style entertaining newscasting, I forgot. I forgot what some people of the country went through.

                            Maybe thats our problem? We tend to forget and forgive easily? Do we care too much about what the world thinks of us? Why do we let the US tell us to stay calm, try to maintain peace? Did you dial 911? I know I didn't.

                            If the US thinks it deserves every right to step into a country that is incapable of clamping down on forces that endanger US interests, no reason why we should stay calm, maintain the peace, wait for it patiently to be disturb by "them" again.

                              Haven't posted on this thread much. I was tucked away safely watching the news channels telecast the news with a background music suiting the mood, when fellow citizens were being subjected to senseless acts of terror. When the news channels quit the pseudo movie style entertaining newscasting, I forgot. I forgot what some people of the country went through.

                              Maybe thats our problem? We tend to forget and forgive easily? Do we care too much about what the world thinks of us? Why do we let the US tell us to stay calm, try to maintain peace? Did you dial 911? I know I didn't.

                              If the US thinks it deserves every right to step into a country that is incapable of clamping down on forces that endanger US interests, no reason why we should stay calm, maintain the peace, wait for it patiently to be disturb by "them" again.

                              speaking of forgetting things..i exactly remember an article that government was gonna start a service similar to 911.where did it progressed??911 is way different than 100 and 101.
