You have answered your own question here - the CBR is a relaxed tourer which can still manage a 140kph tops. Hmm, I am not a total city rider, and not a tourer either, sort of like a bit of both. Like I've mentioned earlier, my main travelling distance will be the daily 35 odd km commute to my college of which around 5~10kms in the city and the rest on the highway(although its a highway, it can get a bit busy at times with traffic), and there is a 200~400m section of very bad roads and by that I mean very bad, the potholes are so big(atleast 2 or 3 feet deep) that even buses can get trapped if they are not careful. But fortunately its only for few hundred metres. And comfort is one of my top priorites that is why I couldn't take off CBR from the list. I'll have to make a decision soon as I'm supposed to get my ride by June. So far, my mind tells me to go for the CBR. Well, if it is 35-odd km everyday then both the bikes fit your requirement. The Duke has a stiffer suspension but that shouldn't be uncomfortable over short stretches, and you won't risk a rattling fairing ( Potholed roads + full-faired bike = nasty rattles! )
The CBR will make better sense if you are into full-time touring and go for long rides (250km+) at every opportunity. But yes, it's undeniable that the CBR is definitely more comfortable.
