You cant go beyond 80 kmph in most big cities, Its not legal either. With 250, you can enjoy the torque, there is a certain degree of gracefulness when enjoy the torque at a lower speed ala bullet. There are loads of CCDs outside the city to check your topspeed.
If its Fz-250, torque is guranteed

actually the 800cc rule is for the bikes which are directly imported i.e. as CBU's but by homologation they mean that they will be bringing the bike as CKD's and assembling them here and hence exempting themselves off that rule...."He Who Follows Another Is Always Behind."

I know the rule. Suzuki had announced that they would be bringing in 200cc&500cc bikes in 2008 via CKD route, but they somehow changed their mind&stuck to CBU. Most of us here are waiting for a 600 CKD for about 4-5 lakhs. One day the 600s will come but till that time I'm sure we'll have fun with the quarter litres !!
I mean a quarter litre will not be too powerful, but at least it wont bore us to death !!Kawasaki Ninja : Because lazy sunday afternoons should be despatched at 160 kmph!!!
Hyosung Aquila : Because sometimes you need to look cool while riding at 40 kmph and you can do that only on a cruiser !!!

Ok As For Now We Are Discuss About Upgraded Pulsar 200 & 180,What's The Fact That Bajaj Wants To Upgrade These Bikes ? Because Of The Menace Fever,The Menace As Made Some Disturbance Among Hard Core Bikers This Makes The BAL Thinks If The Menace Launched That Will Affect Their Pulsar Range From 180cc-200cc So In Order To Survive In This Segment They Have To Do Somthin,So Came With This Upgrade,But Too Fast So What The Point ? The Menace is About To Launch Any Time From March-April (That's I Am Thinking )
