was anything else touched on the bike ? Especially carb ?
One more thing you could check is to see if the rear brake is adjusted correctly (rear wheel should be spinning without resistance) and not binding causing a drag and hence possibly more fuel consumption.

What were the parts that were replaced?
check the spark plug, carb (for a sticky or damaged slide) and finally the clutch plates and springs (were they replaced following the seizure?)
if the bike is revving up but doesn't translate to fwd motion/normal pickup it could be the clutch plates/springs.
