You can also ask the spares guy or mechanic to show you the bulbs if necessary and the process to change them. The headlight is a h4 type iirc and to replace the bulbs in the tail section you would need to unscrew the lens.

have the left side case opened and you will find the kick mechanism with a spring+gear kinda thingy. since most folks never have the left side (clutch side) opened and cleaned, over time the kick mechanism can get stuck. any mechanic who works on these scooters should know how to check it.
Have it cleaned, inspected and if necessary replace the required parts.

I am no expert on DIO, but as a layman, the kick not recoiling back should be due to a worn spring connecting the kick, if shown to an FNG, he should just replace the defective spring.

cleaning the crankcase breather is nothing but removing its end cap and letting whatever goo is inside drip out. Cleaning the carb, i think the svc might charge you around 100 bucks.
If a good quality gear oil is used, you could keep it for as long as an year or more. If you are unsure what oil was used or have never changed the gear oil (the svc usually doesn't touch the gear oil), go ahead and get yourself a half litre can of MAK spirol ep 90 gear oil. Available at most bharat petroleum bunks (just ask for 90 gear oil). Don't use the 140 gear oil or local brands that are sold in pouches. another choice is the castrol gl4 in the similar 90 grade.
These are very good oils and will easily stay good for at-least an year in the gearbox.. though i mostly change it every 6months/3000km(every service) just because its cheap and easy to replace it.
The capacity for the gear oil is only around 120 ml (you can't really over fill it).. so that half liter bottle will last you a long time. if you have a motorcycle, you could use this gear oil for chain lubrication as well.
And those spares are easily available at local spares shops with at-least a 10% discount!
One last question though should i even clean the engine and what should it cost?I am willing to do much as i can before the rain showers.

it comes down to the quality of the work done on the engine since it was a rebore and not a new bore+piston kit.
let the bike run say around 800km and then change the oil and have the valve clearances checked and adjusted to spec. i would also suggest you get the drive components (clutch shoes, variator rollers and springs, drive belt etc..) inspected and replaced if necessary.

I have one query regarding hero honda pleasure, what is max speed this can go. I have used the first generation acitva (the same engine in pleasure) that comfortable reaches 65 kmph.
