My personal experience with forks is to not touch it until it starts to give trouble. I.e. not operate smoothly or leak oil. Fork seals bed into the stanchions, and once set they usually don't require maintenance unless they're leaking. It's best not to touch a properly bedded in fork seal. The best kind of forks are ones that have drain screws at the bottom of the tubes (like on the rd350) this way you can drain out the oil and refill with fresh oil without touching the seals.
The best maintenance any person can do for their forks is to keep them clean. Dust and dirt trap moisture and cause pitting of the stanchions which will eat up seals and cause leaks. So whether the fork has a dust cover or not, keeping them clean is always beneficial.
