Guys, can't comment on authenticity of above news but even if oil PSUs would want to increase the rate by Rs.21, there would be pressure from Govt from not doing so.
A hike of a max of 5-8 rupees looks reasonable.

Rs.21/- Hike isnt a problem for the government.
The government infact will find a way to help the oil company by the following method:
1) Stage a fake protest against the Oil companies for being greedy.
2) Act all helpless and hike fuel price by Rs 3-5.
3) Drop the price by 0.5-1Re in 2 weeks
4) Go back to step 2 in a matter of weeks and repeat until the Oil company get what they want i.e, a 21Rs hike in a matter of 3-5months?

Heck i wouldnt be surprised if Petrol costs Rs100 a litre by the end of this year.
