For me, I'd put smaller sprocket. It will definitely increase the top end and also help to give better 'kitna deti hai?' factor than it's official 30 kmpl.
With stock gearing and limiter removed the bike should be able to do 139.7 KPH @ 11K RPM and if it still have enough grunt it can do 152.4 kph @ 12K RPM mark.
As samarth has pointed out, those extra 75cc over 125cc duke has gone merely in the bore diameter which tells us this 200cc motor will be rev happy (Just like R6, CBR600 etc, only on smaller scale).
Now If european regulations and constraints are the only reason they are having rev limiter on Duke 125 then may be Duke 200 doesn't need to sport any power constraining rev limiter as it's out of '125 cc' class. But if the the limiter is there also because the liquid cooler is incapable of proving sufficient cooling to the higher compression engine at very high RPM then may we will have to go with the smaller sprocket.

Will be disappointed if it has lesser top whack than a P220, but I guess that will be more than compensated by overall riding experience on Duke 200 with it's sharp handling (was the biggest -ve point against P220), happy revving nature & excellent initial grunt.
