    All i need to do is get the NOC from the Delhi RTO for my bike and give it to the buyer. He will take care of the rest at his end - re-registration etc.

    Noted application can be simply printed out and no need for a stamp paper.

    Now just have to go at the RTO office.

    I'm actually unsure where I'll end up. So I could spend 1 year or even 5 years in the same place and I'll never know.

    BTW, I think I'll just buy a bike in my home town itself. I just got news that the company will take care of vehicle re-registration expenses as a part of relocation package during joining and also each time they transfer me

    Well, in that case let's do some math here
    1. Transport charge = Rs. 1000 (min.)
    2. NOC charge = Rs. 700~1000
    3. Considering you get a 10 year or so refund from the previous state, you'll still end up paying around Rs. 3000 for registration + road tax + harassment by Govt. employees
    4. Agent commission = Rs. 1000
    * Most people do not get refunds, personally I was denied any refunds stating such a rule does not exist but I've gone through the whole motor-Vehicles act itself & I'm sure refund rule is there.

    If you buy a used HERO motocorp bike & then sell it off, you'll incur no considerable loss. But mind you, you'll still have to get the ownership name transferred to your own name & also change the address of your DL into your new address. So you'll have to shell out atleast 2000 in this case apart from the bike itself.

    Tell me, are you gonna return to your home town after a year or so or are you getting transferred to some other state again? If your're gonna return to your home town I'd say buy a used bike but if you're gonna get transferred to another state again then taking you bike would be better.

    Well, my financial situations dictate that I choose least expensive path hence the question, would I end up paying more to take bike to different states or just buy 2nd hand bikes (find a good deal) and sell them off as I leave the state. Would I loose more cash in first case (paying tax again) or second case (depreciation when selling 2nd hand bike after an year) ??

    Yeah, the RTO people asked for 2000 bucks to issue NOC
    That's the reason I've issued a NOC only & haven't bothered registering my bike in Kolkata. I just keep all the documents with me. The cops will only catch you when they wanna earn some money.

    I'm not from Karnataka so can't comment on it. For paying tax you'll either have to run around with the papers & bribe the employees (otherwise they won't give clearance for the next step) or you can hire an agent. If the agent is expert enough you'll get the tax receipt same day itself & new registration within 2~3 working days.
    Whatever you pay as tax is for a period of 15yrs. For refund you'll have to show them the new tax receipt obtained from the new state & they'll refund after deducting the tax liabilities upto the day on which you claim refund. Mostly these people would harass you a lot.
    As far as buying a bike is concerned, I'd say your make call based on your understanding and your financial situations.

    Bribes are not exactly part of my worries. I'm taking a spy cam pen with me and putting it in recording mode if they cause any trouble. I'll use a few media contacts to get the event free publicity and maybe ask some lawyer friends to help extract harassment damages from the officials.

    Now as for period of stay, it could be between 1 and 3 years, I'm not at all sure how long it could take.

    How hard is it to pay tax in Karnataka and get a Refund ? What % of tax is refunded assuming I use the bike for only 1 year in Karanataka ?

    Finally, how advantageous is it to instead just buy another bike (perhaps second hand) at Hyderabad and sell it back there when I leave the place ?

    I tried getting NOC from Mysore RTO, where my 14 month old bike is registered, without any agent. Agents quote 1200+ rs for NOC. Submitted my original RC along with the NOC form, chassis print and all. They said to come after 10 days to collect NOC but to my horror, they kept the file pending and didn't even obtain the NOC from police department. 3 days went while I personally did the work of a peon, taking the file across various tables, commissioner's office and so on. Finally on 4th day or so, it hit a roadblock coz the commissioner's office required original RC for verification and the RTO won't give me the original RC as it was in their possession. After much debate with the concerned officers who would do anything to take a bribe, they won't even talk with me coz I couldn't speak in Kannada. Finally got some acquaintance in RTO, gave him an application asking to cancel my NOC application and return me the original RC. He did issue me the original RC and now am happily riding the KA registered bike in Assam. Took a fuel receipt when I left Mysore and I learnt from people here that police here isn't that strict to check when I entered the state! Afterall, am exercising my fundamental right to travel anywhere in India!

    For a period of stay less than a year, you DO NOT have to re-register your bike. For a period of stay which is more than a year, you'll have to re-register your bike.
    The life time tax can be roughly estimated to be around 7~8% of the current value of the vehicle (which depends on the age of the vehicle). The change of address + registration & smart card comes to around INR 2000. So, assuming your bike is a year old, it'll be a max of around 7,000 (assuming 10% depreciation), if they don't take up any bribe that is.
    For registration you would require the following documents:
    1. NOC (Form 28) - expires within 45 days from the date of issue, beyond which fines are imposed (I'd suggest you do it within 45 days because the fines can be reasonably on the higher side).
    2. Form 20 for change of address (if I remember correctly) - you can find it online as well.
    3. Valid insurance policy papers
    4. RC book
    5. New address proof

    Hi MHG, you need to first make NOC at Bangalore (where your bike is registered). It would cost you around 500-600Rs + some bribe probably (~200). Then comes the cost of transfer. Since you aren't transferring the bike too far it should be around 1000Rs (estimated) in Railways including everything (wrapping + small bribes). Your NOC will expire in 3months probably so you have to pay tax in the new state and claim refund there before it expires. Since Karnataka taxes are higher you should loose much here but I think getting back the refund will be a pain in the A$$.
