A few more points:
The top speed will also depend on the riders weight. the lighter the rider the faster he can go and also you will need to be in a full racing crouch (helmet completely behind windscreen, elbows tucked in, ass near the back of the seat).
Needless to say the only safe place to do it is on a race track. you can do it on a highway road but you had better be careful. the racing crouch doesn't allow a good view of the road ahead, if a car pops up suddenly from an adjacent service lane or something unexpectedly appears on the road ahead it could be game over.
Beyond 100kmph the wind drag is significant and increases rapidly with speed. When doing high speeds in a racing crouch never pop up you torso because your upper body will act like a sail and can unload the front making it unstable (on high performance bikes it can lead to a tank slapper). First get on the brakes and then bring your up your torso.
There is also the issue of wind noise which can get extremely loud (depending on your helmet) beyond 100kmph and can damage your hearing in the long run. An ear plug is an absolute must have.
