Earlier the 1 hour of qualifying used to get very boring. Because in the first 45 minutes nobody chased times and only worked on setup. Only the last 15 minutes used to be interesting.

Nope. They are getting the same amount of time. Except now the duration is fixed. x amount of time for setting up your bike, which will not be timed.
