              still the question remains......
how are the 650 cc's allowed to be imported? And what is/was the rule regarding below 800s exactly?

Govt. of India allows import of motorcycles above 800 cc in India without any homologation. One just needs to to fit the mandatory front number and a saree guard (even if its the Hayabusa or the Harley).

Therefore most brands resort to the easy way of bringing their 800 plus cc bikes and pay the duties depending on if its a CBU, SKD or CKD.

For motorcycles below 800 cc (regardless of if its imported or made in India) the manufacturer has to go through the lengthy and time consuming homologation process.

Any manufacturer can import a below 800 cc bike, one just needs to be ready to homologate it.

^^ One question...why is homologation not mandatory for 800cc + bikes?...Govt considers them safer than rest bikes?

Because the smallest of HDs are below 1000cc and above 800 cc.

Or put other way, all the HDs are above 800 cc.
