You are very lucky. I asked the service center guys about low mileage during my 2nd service and told them that I was getting a good mileage before the 1st service, they said that it is not possible as it is ECU based and not a carb one. They said that the amount of fuel which goes to the engine is based on the ecu mapping. Even after second service the mileage is still around 13-14 kmpl with normal driving. Run-in was done properly for the first 1k kms Never crossed 5k rpm, varied the throttle. Done Timely service. first get it filled up with say 500/1000 Rs petrol but before that mark the fuel meter bar/indicator [best measurement is when it flashes empty tank, as each bar can have lot of kms and difficult to say], then check when it reaches again to that measured point.
Regarding others fuel efficiency numbers some are believable and some take it with sea of salt :P , realist could be around 18-20 and +/- 2km max if ridden on highway, so basically consider practical fuel efficiency at 20kmpl [i don;t own benelli] , but my Ninja250 use to give max 25kmpl in highway and in city around 23-24kmpl and most 250's which i had [cbr,Gt250r,ninja] all are around 25-28kmpl , you see the pattern here. so consider 18-20 very realistic rest you can ignore.
your service engineer is correct its ECU in different conditions defines how much fuel to burn. so there won;t be difference among other bikes, if ECU is faulty your bike wont be working so its not bike .

I think you should change the petrol pumps and see if there is difference. Yup, I have calculated/measured just like you said may times. As soon I fill the petrol, I reset the Trip meter. Also notice the bars. I calculated when the last bar starts blinking. I have filled with different pumps including shell. The range is almost same except is shell where I get couple of more kms. Let me try to fill in a different bunk this time and will ride very sanely. Let me check
if your oxygen sensors are working eratic it will also decrease the Average.. but in that case the FI light should blink for malfunction..... basically for u getting less milegae is rather due to uneven quantity or your engine is burning more fuel....
If engine is burning more fuel is rather you revving it at high RPM''S generally or the fuel intake is higher than normal. In that case the o2 sensors and throttle mapping are the key components to initiate petrol intake for the beast.
There can be a chance that your one of the 4 o2 sensors is malfunctioning giving wrong inputs to ECU but somehow bypassing the FI malfunction light..
I saw a video on youtube where a benelli600i had a problem with o2 sensor.. it was checked and replaced

The FI light is proper. May be you are right about o2 sensor malfunctioning and bypassing. But the service guys said everything is proper with the bike. Its probably the fuel tank.Get it checked.It might be that the fuel is leaking from the hoses.Get it checked first.Basics first.Its very hard that O2 sensor became Kaput so soon.
