1.Yes it does scratch the rear panels a bit!

2.The bag tend to slide down and hit the rider as you go on, which can be avoided by tagging the handle/loop of the bag to the tail part. By this the bag never moves out of place! Provided bungee cords are tied tightly!
3.it is better if you have the full mudguard with saree guard in place. It will help to tie/place the bungee cords.
4. Any speed like 90-120 is better in my opinion!
Please refer to the attached pic for reference. For me the bag never got out of position. Even after all those sharp hairpins+300km of ghats!
