Go for GSR without any doubt. The total amount I have spent for spare parts for my 21650 kms, 2 year old GS is a few rupees to buy some nuts for the visor and chain cover. Though Dazzler and GS150R both have got some pretty good engines(Vibration Free) but I think GS150R is a total winner in long run.
Also, FYI, I already have one GS150R and I'm going to buy one more this month, so I hope this can tell you how satisfied I am with the bike.

It is better to buy an oil filter from the SC and replace the oil and filter yourself. Giving the service coupon to the SC is enough to keep the warranty in force if they are ready to record it in the service records of the bike.

Chech the bike thoroughly for any scratches and rust formation..
Check all the side panels and other plastic panels in the bike are fitted properly..
Check the engine oil level, brake etc like you inspect your old bike(if so) before taking it for a ride..
Get the insurance copy and invoice of the bike during delivery ..

The total time needed is a few hours if you collect all the materials in advance and do the winding yourself. Even the varnishing which takes more time to dry is not necessary. Having a very basic knowledge and knowing how to do is enough.
If prepared to proceed, collect all the materials in advance.

IMO try OSRAM Night breaker plus as Punarvasu said, its intensity is slightly better than Xtreme vision ... I bought Philips cos I couldnt find OSRAM near my house.. Am going to buy NB+ soon.. But dont know when..
