The fan can spin slowly for two reasons. One is lack of enough current/voltage. This can be caused by burning of the contacts in the relay which connects the fan motor. Two, the carbon brushes inside the motor might have worn out. In cars, usually the brushes are replaced. Don't know if the NS fan motor can be opened up for servicing. If it can't be, you have to replace the motor.

First try changing the relay alone.
its a brush less dc motor , mostly not repairable but u can lubricate the bearings & give it a try.

The stock rear size is 130/70. Is there any change in the ride height with 80 tyre profile?

What are you using in the front? Next time try Vee Rubber tire 130/80 with a speed rating of 250. That ceat causes grip issues over multiple type of wet surfaces. Enjoy the higher ride position!!

update on my rear tyre stepping out while cornering issue.
Visited the mech yesterday morning. He did a through check up. The bearings were all fine😊 the stepping out is due to the uneven wear of my rear tyre and he also said that I need to change my coupling rubber too.
