No its not harmful.... just clean it regularly.... happens will almost all open chain bikes. Happens for the first few kilometers after spraying the lube on chain.

Niranjan has found a resolve for this (for magwheel pe chain oil problem).... hope he gives some gyaan on this.

                        • Can you guys recommend a good polish for my bike.....I recently got the Teflon thing done but now the bike attracts a lot of dust....the shine is gone and it seems the bike is old....i regularly wipe the dust off but it comes back and forms layers.....which I hate....

                          Maybe the teflon attracts dust.....

I was talking abt chain oil getting on the wheel rim when you ride just after lubricating the chain, you need to clean it (the rim) regularly.
I have seen many P200/220s chain rusting... it happens due to poor maintenance (cleaning+lubricating).

Teflon thing at many places is just rubbing that Formula 1 polish using that rotating sponge tool machine. Better polish it yourself.
The best polish I have heard of is ArmourAll.... and Turtle wax. I have been using Formula 1 for long now... but after seeing the other brands.... am not at all satisfied with it.
